Higher education funding
Due to the legal framework in Germany, the federal states are responsible for public universities and ensure their basic funding. Around 90 per cent of university funding is provided by the federal government and the federal states, of which around three quarters is provided by the states. The federal government primarily participates in the funding of research projects, special programmes such as the Excellence Initiative and the Higher Education Pact, and the construction of research facilities. The remaining share of university funding results primarily from contract research, research funding by private donors and the sponsorship of university activities.
